rounding up

I'm having problems with my 323 rounding up in strong winds, even when heavily reefed. Foxes say it's normal, but it seems excessive to me. I wondered if there was some "tweaking" to the rig required after some stretching? Anyone got any ideas? Also, we get a lot of diesel leaking from the breather when healed – again Foxes say it’s normal but it’s causing staining, and is obviously wasting a fair amount of fuel. I’d be grateful if anyone’s got any ideas.
